Kopec, of the Parsons Detachment of the West Virginia State Police, received a call from Tucker County 911 about a shoplifter stealing ice from the Parsons Shop-n-Save. Kopec arrived on the scene and met with the complainant, Kathy Judy, in reference to this investigation. Kopec obtained a one page hand written statement summarizing that Jessica Long came into her store and purchased one gallon of milk and a pack of cigarette. Judy stated that when she walked out of the store a man in the back of her vehicle allegedly grabbed a bag of ice from their cooler and Miss Long put the ice in a cooler. Judy stated that the man that took the ice was grinning at her while they pulled off. Judy stated that the value of the ice is approximately $1.49. Judy described the man as a white younger male wearing a ball cap and blue jeans. On Friday, Aug. 5 at approximately 12:20 p.m. Kopec was patrolling the Hendricks area in search of Long and observed her traveling towards Parsons along WV72. He pulled her over for questioning and allegedly observed a white male in the back seat who resembled the male suspect. Kopec asked him if he had got a bag of ice from Shop-n-Save the previous day and he stated yes, but thought it had been paid for. Long allegedly stated, that she paid for the ice and denies stealing it. Kopec cited Long for her involvement in the shoplifting and ran a background check on both subjects. The accused, Clinton Dale Streets, has a shoplifting second conviction on Oct. 2, 2015 through Clarksburg PD. Kopec then arrested Streets for shoplifting third offense. A cash bond of $5,000 was not posted and a preliminary hearing is scheduled for Aug. 15 at 11 a.m. before Magistrate Riley H. Barb.

Kopec received a tip from a police officer about the accused to possibly be in possession of drugs in the Randolph and Tucker County area and to be possibly traveling along US219 in a gold Chevrolet Caviler. At approximately 10:30 p.m. Kopec was parked along US219 in Parsons and observed the vehicle traveling north on US219. He observed this vehicle to not have a functional registration light. Kopec pulled the vehicle over for this infraction and identified the driver as Christopher Scott Earnest from past encounters and his license. Kopec observed him to be nervous in his movements. Kopec observed multiple subjects in the vehicle to all be acting nervous as well and to all be smoking cigarettes. Kopec asked Earnest is there were any drugs in the vehicle in which he stated there were not. Kopec asked him is he would consent to the search of his vehicle and Earnest stated he would. When Earnest exited the vehicle, Kopec patted him down for weapons and found none but did find a straw in his pocket which was indicative of drug usage. Earnest decided he did not want to consent to the search of his vehicle. Cpl. G.S. Deweese and his K-9 conducted an air search of the exterior of the vehicle which indicated a positive response for the vehicle. Kopec, Officer Frazier, Deweese and Tucker County Sheriff Department Deputy C.R. Donelson searched the vehicle.
