Dustin Bruce Moran, of Parsons, has been charged with one felony count of Attempt to Commit Malicious Assault on an Officer. A criminal complaint from the Randolph County Magistrate office states that on Thursday, Nov. 22 at approximately 4:37 a.m. Cpl. D.R. Wolford, Jr. of the Elkins Detachment of the West Virginia State Police was notified by West Virginia State Police Elkins Communication that Elkins City Police Department Senior Patrolmen D.T. Sayre and C.G. Boatright were in pursuit of the accused, Dustin Bruce Moran on Chenoweth Creek Rd. The accused was allegedly driving a 2006 Dodge Dakota and had outstanding felony arrest warrants through Tucker County for possession with intent to deliver a controlled substance and was also wanted by the United States Marshal Service for drug violations.
Elkins Police pursued the accused along US33 and WV32N while Wolford attempted to catch up to these officers. Wolford caught up to the pursuit just south of Pennington Rd intersection in Dry Fork. He became involved as a secondary unit until the accused stopped near the Randolph and Tucker borders. Elkins Police officers pulled to the driver side of his vehicle and Wolford pulled directly behind. Wolford exited his cruiser, drew his firearm, and began approaching to execute a felony traffic stop. He allegedly observed the accused purposely place his vehicle in reverse and in fear for his safety he retreated back to his cruiser in an attempt to avoid the accused ramming him. Just as he entered his vehicle, the accused purposely rammed the cruiser partially coming onto the hood and causing damage to the front brush guard and hood. He is in the Tygart Valley Regional Jail under a $250,000 bond.
In Tucker County a criminal complaint was filed against Moran for two felony counts of Possession of Controlled Substance. According to the complaint, on Tuesday, Oct. 16 at approximately 12:43 p.m. Deputy C.A. Teter of the Tucker County Sheriff’s office responded to a two vehicle accident on US219 near the Porterwood area. Upon arrival he spoke with Moran who was identified by his WV driver’s license and stated that he had been driving north on US219 and went across the center line and struck another vehicle. Darius Dillard was a passenger in the other vehicle stated that Moran came up to them carrying a black/gray backpack, very nervous and said he was “hot” that he was carrying. He then allegedly went back to his vehicle carrying the backpack and when he came and they saw him again he was coming from the creek without the backpack. He allegedly stated he was carrying a pound of marijuana. He allegedly told them not to say anything, and that he could buy Jameson two new trucks. He started walking back toward his vehicle. Teter noticed that the defendant was very nervous and did not want Teter to search the area for anything. Moran had a large laceration to his face and was covered in blood. Teter contacted Deputy B.T. Zirk and he was having a training session with Preston County Sheriff Department. Officer Mitter responded to the area and helped Teter search for the contraband. Teter located a black/gray bag in the culvert drain under US219 and near the area of the accident. The bag allegedly contained two large containers of a crystal like substance suspected to be Methamphetamine (3 pounds and 1.3 ounces), two bags of a green leafy substance vacuum sealed suspected to be marijuana (1/2 pound of marijuana) and a container with $46,960 in cash. All of these items had a red substance on them, suspected to be blood from Dustin Moran. He is under a $400,000 cash bond and a preliminary trial is scheduled for Dec. 5.
