The following citations have been recorded in the Tucker County Magistrate office:
Holden T. Sions, Fisher, was cited for speeding (76-65) by Cpl. J.E. Kopec. He pled no contest and was assessed fines of $4.75 and court cost of $165.75.
Alison P. Isaacs-Dunn, Thomas, was cited for expired MVI by Cpl. D.W. Burge. She pled no contest and was assessed fines of $4.75 and court cost of $175.25.
Evelyn L. Chang, Morgantown, was cited for speeding (89-65) and defective equipment by Cpl. J.E. Kopec. She pled no contest to both charges and was assessed fines of $9.50 and court cost of $330.50.
Samuel B. Miser, Parkersburg, was cited for speeding (35-25) by Cpl. D.W. Burge. He pled no contest and was assessed fines of $4.75 and court cost of $175.25.
Richard P. Spitznogle, Jr. Elkridge, was cited for expired MVI and expired insurance by D.A. Sliwinski. He pled no contest to the first charge and was assessed fines of $4.75 and court cost of $175.25. The second charge was dismissed with proof shown.

The following criminal complaints have been filed in the Tucker County Magistrate Court:
Kandice Lee Sponaugle, Parsons, was charged with one count Violation of Domestic Violence Order. According to the complaint on Monday, Sept. 16 Chief Deputy M. Sigley spoke with Lela Sponaugle who advised she received a voice mail from Tygart Valley Regional Jail on Friday, Sept. 13 which allegedly advised this was a collect call from Emily Heckler. Lela advised she believed this was her granddaughter namely Kandice Sponaugle, who was incarcerated at the time, trying to make contact with her. Lela advised she has an active restraining order against Kandice for threatening to blow up the house. Lela allegedly advised that on Friday, Sept. 13 Billy Snyder was on her porch talking to her husband. She advised that Billy came to her residence with Kandice on the phone so she could talk to her and her husband about paying her bail. She advised that Billy brought the dogs that belong to Kandice to them on Saturday, Sept. 14 for them to watch and she still has the dogs. The restraining order is in place until date of Jan. 20, 2020. A cash bond of $2,000 was not entered, a PR bond of $2,000 was posted. A court hearing is scheduled for Oct. 29 at 9:30 a.m. before Magistrate William M. Miller.
Warren Preston Hypes, Davis, was charged with one count of Battery on Correctional Officer. The complaint states that on Monday, Sept. 16, TFC J.J. Schmidle and Trp. C.R. Donelson responded to the Kenneth “Honey” Rubenstein Center in reference to a battery on a correctional worker complaint. Once on scene the Troopers obtained a statement taken from Lieutenant Ben Gooden. He advised that on Sept. 6 he was the shift commander at the Center. He stated that Cadet Warren Preston Hypes (age 18) was escorted to the front lobby to discuss an alleged threat complaint. Gooden advised that while discussing this issue with Hypes he became angry and his behavior began to escalate. He told Hypes that he was going to be placed in intake for the night and Hypes told him “no.” Gooden told him again that he was going to intake for the night. Hypes allegedly became more defiant and started backing away from the correctional officers. Gooden stated they began to move in on Hypes and Hypes allegedly punched him in the face at least twice. Gooden said he gained control of Hypes and told him to calm down. Hypes relied with foul words and then head-butted Gooden in the mouth. He is under a $2,000 cash bond.
The following cases have been ordered and adjudged in the Tucker County Magistrate Court:
State of West Virginia verses Ross Monroe, Ridgeley, received motion by the Prosecuting Attorney to dismiss-Granted by the Magistrate-No fees charged on the case for one count Battery which occurred on May 14. The case was dismissed without prejudice by Magistrate William M. Miller on Sept. 17.
State of West Virginia verses Trevor Allen Roy, Parsons, Probable cause was found for two felony counts of Sexual Assault in the 2nd degree which occurred on Aug. 4 and Aug. 18. The case is bound over to the Tucker County Circuit Court. This case was heard on Sept 13 by Magistrate Riley H. Barb.
Nestor verses Howell, On Sept 12 the court granted judgment in favor of Murl W. Nestor against David Howell in the amount of $1,050 plus $85 court cost. This case was heard by Magistrate William M. Miller.
State of West Virginia verses Sheena Watson, Thomas, received judgment of no contest plea for one count making, issuing, worthless checks. She was assessed fines of $1, court cost of $200.25 and must make restitution of $17.38. This case was heard on Sept. 16 by Magistrate William M. Miller.
