Solid Waste Authority Reaches Agreement with DEP

Presiding Chair Mark Holstine updated the Tucker County Solid Waste Authority on the progress with a recent air permit issue from the Department of Environmental Protection at the regular meeting of the Solid Waste Authority.  “I also believe at the last meeting I said we also have to do an air quality permit,” Holstine said.  “So, I responded to the draft consent order that was requesting that we have items turned is as far as the Title V Air Quality Application and an emissions inventory statement.  It’s actually a certified emissions statement – CES – within 30 days, both of them.  And then wanted us to go back and do an emissions statement for 2016 all the way to 2021.”

 

Holstine outlined his response to the order.  “So in my response,” Holstine said, “I requested that they give us 120 days to submit the Title V application and do the certified emissions statement and to drop the requirement of the historic certified emissions statements.”

 

According to Holstine an agreement was reached with the DEP on the issue.  “We came to an agreement on dropping the certified emissions statement,” Holstine said.  “We came to an agreement to give me 120 days to respond and submit a Title V Air Quality Permit.  And however, they want the certified emissions statement from 2022 submitted by August first.”

 

Holstine told the group he was working with a consultant on the issue.  “So, I got with the consultant,” Holstine said, “to make sure we weren’t going to blow up the price or was in his realm to be able to complete by August first.  He assured me that it’s within the quote and he’ll get it done.”

 

Holstine said the authority is on track to complete the DEP’s request.  “So we are on track,” Holstine said.  

 

Holstine told the board that the consultant has already begun gathering facts. “He has submitted a questionnaire to Jody to fill out some known facts that we have as far as types of equipment and all that,” Holstine said.  “And Jody’s already been working on that so we’re in motion.”
