The following criminal complaints have been filed in the Tucker County Magistrate office:
David Scott Messenger: of Davis, was charged with one count of Domestic Battery. According to the complaint on Sunday, April 28 Deputy C.R. Summerfield and Senior Trooper C.A. Hawkins of the West Virginia State Police, were dispatched to 26 Gross Drive in Davis by Tucker County Communication 911 for a Domestic with injury. 911 advised that the female subject left the residence and was at her neighbors. Officers arrived on scene and were met by the neighbors who stated that Lisa Paugh was inside the house because she ran over, allegedly bleeding from the nose due to David Scott Messenger hitting her. Officers entered the residence and located Paugh inside cleaning herself up in the bathroom. Summerfield observed blood on a paper towel that she was holding beneath her nose, red marks and swelling on the right side of her face, a small abrasion above her left eyelid and a bruise on her left inner thigh. He obtained photographic evidence of the injuries.
Paugh stated that her boyfriend, Messenger, pulled her hair and threw her down, she then pushed him back which caused him to push her over a chair. She also stated that he attempted to put his finger in her eye causing a scratch.
Brandon Lee Bryant, of Parsons, was charged with one count Obstructing an Officer, one count Disorderly Conduct and one count of Intoxication or drinking in public places. The complaint states that on Thursday, May 2 Trooper G.P. Hahn received a complaint of a male walking down Railroad Ave in parsons. He observed a male who was identified as Brandon Lee Bryant staggering down the roadway and at one point was almost struck by a vehicle as he walked out into the intersection. Hahn had previously made contact with the accused on a separate incident where he was located on a park bench drinking an alcoholic beverage in front of children. Hahn advised the accused who was acting belligerent that he needed to go back to where he was staying and that he could not be drinking or intoxicated in public. Hahn had given the accused a disorderly conduct warning on this previous encounter and the accused went back to where he was staying. Upon contacting the accused Hahn detected the odor of an alcoholic beverage emitting from the accused person that was significantly worse than it had been previously. He advised the accused, who was still being belligerent, that he needed to go back to where he was staying to which the accused continued to act in a belligerent and disorderly manner. Hahn attempted to detain the accused and he assumed an aggressive position and began resisting the officer. Hahn placed the accused into custody without any further incident and the accused was transported to the Tygart Valley Regional Jail.
