The following criminal complaints have been filed in the Tucker County Magistrate Office:

• Paul Dominic Mignano III, of Thomas, was charged with one felony count of Wanton endangerment involving a firearm. According to the complaint, on Sunday, March 29 at approximately 12:29 a.m., Sgt. B.T. Zirk, of the Tucker County Sheriff’s office, was dispatched by Tucker County Communications to 598 Douglas Road in Thomas for a fight complaint. Upon arrival he contacted the caller Paul Dominic Mignano III. Zirk observed his face to be bloody. Magnano stated that a 15-year-old juvenile hit him. EMS arrived on scene to check on him. Zirk then went to the neighboring residence where the incident occurred and the juvenile resides. The officer spoke with him and his parents advised he, his siter and two others friends were outside in a van playing Xbox when the suspect came over and pulled a gun out and pointed it at everyone. The juvenile, along with his sister and friends, advised the gun had a green laser and he said when the suspect put the gun away, he hit him. Zirk went back to speck with the suspect and asked if a firearm was involved and he started no but he has one. Zirk asked if he could see the firearm and the suspect agreed and allowed Zirk to enter his residence with him to retrieve the firearm. The suspect directed Zirk to the couch where the firearm was laying. He took the firearm, removed the magazine and ejected a live round from the chamber and secured the firearm in his cruiser. He then obtained a handwritten and signed statement from two of the party. Both had stated that the suspect did point a firearm with a green laser at each person there. The juvenile provided Zirk with video that depicts a physical altercation. The video depicts the parties separating with the juvenile walking away and a green laser being pointed as someone says, “You’re about to get shot.” Cpl. Gidley, of the TCSO obtained a handwritten and signed statement from the suspect. In summary, he stated he heard a bunch of screaming outside, walked out to see two minors drunk. He stated that one kept circling him and looked like he was going to hit him. He stated he called his brother as a witness and the juvenile punched him and broke his nose, pushed his cell phone through his cheek. He stated everyone ran and he walked back in the house and called 911. Zirk placed the suspect under arrest. While transporting him to the Parsons Detachment of the West Virginia State Police for processing, he stated he should have been honest about the gun from the beginning. He stated he did have the gun on him when he went over and after the altercation he did reach for it but did not pull it out. He was then transported to TVRJ to await arraignment.

• Timothy Lee Ferguson, was charged with one felony count of Obtaining property in return for worthless check. The complaint states that on Wednesday, Jan. 14, 2026 at approximately 12:38 p.m. D.M. Tate responded to a reported fraud/bad check complaint. He arrived on scene at approximately 1:40 p.m. and made contact with the victim. The victim reported that the accused issued him a check in the amount of $3,500 on June 21, 2025. The victim attempted to cash the check on July 16, 2025 but it was returned due to insufficient funds. He stated the accused told him, “He was not good with check things and was letting his stepson take care of it.” The victim further stated he attempted to contact the accused several times after which the accused started ghosting him. Tate advised the victim that contact would be attempted with the accused. On Saturday, Jan. 17, 2026 at approximately 5:24 p.m. Tate attempted to contact the accused at the phone number provided by the victim with negative contact.

• John Allen Boyles, of Parsons, was charged with one felony count of Obstructing officer. According to the complaint on Saturday, March 28 Cpl. B.M. Gidley was running stationary patrol on US219 outside of Parsons. He noticed a red vehicle with a defective headlight and the passenger side window busted out. He pulled out and followed the vehicle onto WV72 towards Hambleton. He initiated his emergency lights and conducted a traffic stop on the vehicle. He made contact with the driver and advised him why he was getting pulled over. The officer noticed a yellow pill container wrapped in tin foil with a white powdery substance along with a homemade smoking device with a white powdery substance in it. He asked the driver if there were any drugs in the vehicle and was advised there were none. The accused then began to get belligerent with the officer. He then began to move around and grab the pill bottle along with the smoking device and shove them in his pocket. The officer advised him to stop moving and the driver allegedly stated, “If I was going to run I would of ran already.” The driver then continued to not listen to commands and the officer went to grab the door handle and the driver slammed the gear shift into drive and took off. The officer called 911 and advised the vehicle was fleeing. He then began pursuit with speeds reaching approximately 60 miles plus per hour inside a posted 25 mph zone, inside the town limits of Hambleton on Main Street. The vehicle crossed the center line multiple times and continued into Hendricks and pulled over across from the post office. Gidley exited his vehicle and conducted a felony traffic stop. The driver got out and refused to get on his stomach multiple times. He continued to reach into his pockets while Gidley yelled commands to get on the ground. Eventually the driver cooperated and got down on the ground, throwing out a pocket knife, cigarettes, a candy bar, and cell phone. Gidley then approached the subject and placed him in custody.

• Joseph Allen Streets, of Hambleton, was charged with one felony count of Burglary and one count of Breaking and entering. The complaint states that on Sunday, March 29, Trooper G.P. Hahn was dispatched to the Davis area for a call of an assault and a possible ongoing burglary. The officer arrived on scene and located a male who was later identified as the accused, beating on the back door and attempting to gain entry by turning the door handle. The accused, while attempting to gain entry, was yelling at someone inside to let him in. Hahn detained the accused for safety reasons, and the accused began to resist. Hahn, after securing the accused, walked him back to the patrol vehicle for safe keeping. The accused pulled and resisted on the way to the vehicle and once inside the patrol vehicle began beating his head off the window as well as kicking the door and ceiling of the vehicle. Hahn attempted to hobble the accused to keep him from harming himself or state property. The accused kicked at the officer while he was laying across the seat but was eventually restrained and safe. Hahn then located the victim who had been hiding in the establishment. Both victims state that the accused was outside when they had come out to leave. They stated that the accused was drunk and told them to get in his vehicle. They stated that they then got into their vehicle to which the accused came over and began beating on the passenger side window with a metal bottle. They state that they believe that the accused was going to bust into their car and get them which put them in fear for their safety. The stated they got out of the vehicle and ran back into the Hotel/Diner where they hid. They stated that they were again in fear for their safety due to the fact that the accused was attempting to gain entry to the back door of the establishment.

• Randy Lynn Rohrbaugh, was charged with one count of Petit Larceny. According to the complaint, on Wednesday, Feb 11 Sgt B.T. Zirk and Sheriff J.E. Kopec of the Tucker County Sheriff’s office (TCSO) received a complaint from the Canaan Valley State Park Assistant Superintendent. Zirk obtained a handwritten and signed statement which stated on Tuesday, Feb. 10 they had a water leak and the maintenance crew left two ladders by the front door of the main lodge. It was stated that the workers returned the morning of Wednesday, Feb. 11 and noticed the more expensive ladder was gone. She stated they checked with other park employees and looked around but could not find it. They looked at the cameras and at 11:54 p.m. on Tuesday, Feb 10 she observed a guy in a red jacket walk into the lodge. He allegedly looked at the front desk and nobody was there, he then exited the lodge, grabbed the ladder and carried it to and set it down next to a blue Jeep. She stated another guy got out and put it into the Jeep and drove off. A copy of the security footage was provided to Zirk where he observed a male in a red jacket enter an area marked with caution tape, grab a ladder, carry it and set it down outside the tape. He then observed another individual grab the ladder and carry it out of frame. While speaking with the Assistant Superintendent, she advised that the suspect is who she observed on the camera taking the ladder. She advised the suspect was recently employed at Cnaan Valley State Park and his last day of work was Jan. 26.

• Beaver Creek Village LLC, Davis District, Lot 24 to Grerami Properties LLC, $55,000.

• Scott W. Custer and Jacqueline I. Custer, Dry Fork District, Lot 60 Northface, .233 acres to Stephen H. Dwyer and Kathryn R. Riley, $125,000.

• Jean Bridwell, Dry Fork District, Quit Claim Deed – Lot 11 High Meadow Estates, 2.05 acres +/- to Robert Bridwell.

• Thoedore J. Fries, Dry Fork District, 3 acres, Canaan to Theodore J. Fries and Jane Riddick Fries.

• Brittany Carr/AKA/Brittany Burns, Fairfax District, Lot 14 and Lot 13 Coketon to Michel Sisler and Karie Sisler, $70,000.

• Deloris J. Propst, Parsons Corporation, S Pt Lot 122, Davis Addition to Danny Wilfong and Joyce Wilfong, $4,000.
