The following citations have been recorded in the Tucker County Magistrate office:
Michael W. Evans, Hambleton, was cited for no seatbelt by Cpl. J.R. Wince. He pled no contest and was assessed fines of $25.
Richard L. Luzier, Middleburg, Ohio, was cited for loaded rifle in motor vehicle by WVDNR. He pled no contest and was assessed fines of $20 and court cost of $175.25.
Lee R. Throcmorton, Burnside, KY, was cited for speeding (69-65) by TFC J.J. Schmidle. He pled no contest and was assessed fines of $14.75 and court cost of $175.25.
Richard A. McCune, Mill Creek, was cited for speeding (69-65) by TFC J.J. Schmidle. He pled guilty and was assessed fines of $4.75 and court cost of $175.25.
Timothy A. Bolyard, Tunnelton, was cited for speeding (69-65) by D.A. Sliwinski. He pled no contest and was assessed fines of $4.75 and court cost of $175.25.
Robert D. Baker, Fredericksburg, Va. was cited for no seatbelt by Cpl. J.R. Wince. He pled no contest and was assessed fines of $25.
Isaac W. Bowley, Parsons, was cited for insufficient PFD’s in canoe by WVDNR. He pled no contest and was assessed fines of $20 and court cost of $175.25.
Ernie K. Jennett, Lewes, DE, was cited for no blaze orange by WVDNR. He pled no contest and was assessed fines of $5 and court cost of $175.25.
Shane A. Arbogast, Aurora, was cited for loaded rifle in motor vehicle by WVDNR. He pled no contest and was assessed fines of $20 and court cost of $175.25.
The following criminal complaints have been filed in the Tucker County Magistrate Court:
Tammy Lynn Wratchford, Parsons, was charged with one count of Possession of Controlled Substance. According to the complaint, on Wednesday, Sept. 18 at approximately 3:30 p.m. Sgt. C.A. Teter along with other deputies and Sheriff Wilfong, arrived at the Wratchford residence at 16 Battle St. to assist state probation for a home visit of information received of illegal activities; possession and distribution of methamphetamine from her residence. When officers arrived, several individuals were inside the residence and these subjects are known to officers and known to possess/use drugs. Teter asked Wratchford if she had any illegal drugs/paraphernalia, or weapons in her residence. She handed Cpl. B.T. Zirk a small baggie containing a green leafy substance suspected to be marijuana and several glass pipes used to smoke marijuana. There were several small clear plastic baggies, a set of digital scales with residue on the table next to her hospital style bed which is located in the living room of her residence. Teter asked her to move from her bed area to a wheel chair which she has to use because she had her right leg amputated below the knee. Teter and Zirk were in this area when they observed a round black nylon zip style case lying under her bed directly below where she was sitting. Officers opened this item and located a large crystal like rock in a clear baggie suspected to be methamphetamine inside. These items were taken into evidence. She allegedly stated that the case was not hers, but did not tell the officers who it belonged to. The suspected drug weighed 5 grams. State probation officers asked that law enforcement officers handle this search due to safety concerns and potential for violent altercations. She posted a $5,000 PR bond.
Lukas Thompson, Parsons, was charged with two felony counts of Uttering and two felony counts of Forgery. The complaint states that on Monday, Dec. 2 Chief Deputy M. Sigley spoke with a female subject in reference to Forgery/Uttering. She advised that she received a phone call from Jim’s All-Star that two checks were returned on an account that had been closed since 2012. She advised that check number 782 was written out to Lukas Thompson in the amount of $100 on Nov. 11. She advised the second check numbered 783 was written to Jim’s All-Star in the amount of $29.25 and was written on Nov. 11 with a signature that was not hers. She advised that Lukas Thompson (son) knew where the check book was located at in her residence. The officer did speak with an employee of Jim’s All-Star who advised that on Nov. 11 she took the $100 check from Lukas Thompson and seen it was his mom’s so she thought it was good. He posted a $5,000 PR bond and a preliminary hearing is scheduled for Dec. 19 at 10:30 a.m. before Magistrate William M. Miller.
David B. Cartwright, Thomas, was charged with one count Cruelty to Animals. The complaint states that in the month of September, Cpl. B.T. Zirk was assigned a case regarding possible animal neglect. He spoke with Tucker County Humane Officer, Dylan C. Baker who directed him to Complainant Margaret Brown. He spoke with Brown who provided him with a typed and signed statement. Brown stated that on Tuesday, Sept. 17 around 9 p.m. she received a call from Morgan J. Smith who advised he was out for a walk and found a dog in need. Brown stated the dog was described as old, blind, and unable to walk. She drove to Thomas and located Smith and the dog near the Purple Fiddle. The dog did not have any identification. Brown posted the dog’s picture on Facebook and contacted Bailey Falls Director of the Tucker County Animal Shelter to let her know about the dog and his condition and that there may be a possible neglect case. She stated she spent close to an hour cutting mats out of the animal’s feet, ears and tail as well as trimming nails which were extremely overgrown. She stated the dog’s pads were matted with hair and feces and cutting those away revealed sores. His belly and legs were hairless, his tail felt like it had old breaks and he was hungry and thirsty. Brown took the animal to Appalachian Animal Hospital on Thursday, Sept. 19 and was informed that it had a massive ear infection, coupled with being blind was a lot like being drunk all the time which made it hard for the animal to walk. The dog also had major allergic reaction to fleas and worms as well as being dehydrated. Brown stated that while she was at the vet Cassie Robinson sent her a message stating that the dog was hers and that they had been out of town and the dog ran away before she left town. The dog was turned over to the shelter until this could be resolved. Robinson stated to Brown that she knew the dog needed help but she could not afford to take him to the vet. Brown stated this was the only contact she had with Robinson and had no contact with David Cartwright. She stated that since coming back from the vet with the dog receiving multiple medications he can again walk, has a healthy appetite and seems to be in a lot less pain. Cpl. Zirk was provided photographs and vet records of the dog in question by Bailey Falls. He was also provided a copy of a typed letter signed by David B. Cartwright dated Sept. 19. The letter states the Tucker County Animal shelter is in possession of his stolen property and said property identified as a 16 year old dog who answers to the name of Dante. This letter goes on to state, all things that have been stated within the context of document he will gladly claim and defend in open court.
