The following criminal complaints have been filed in the Tucker County Magistrate office:
David Marshall Hedrick, Parsons, was charged with one count Obstruction of Justice and one count Disorderly Conduct. According to the complaint on Wednesday, July 7, at approximately 10:40 a.m. Sheriff J.E. Kopec was court bailiff when a case was being heard. A decision was made in the case by the judge that was displeasing to the accused, whom was present in the courtroom. Hedrick was asked to leave the courtroom and would not. Backup was called and upon arrival Hedrick was taken into custody.
Jessica Crawford, Dry Fork, was charged with one count DUI 1st Offense Non-aggravated. According to the complaint on Friday, July 2 at approximately 10:05 p.m. a call came into Tucker County 911 in reference to a vehicle in the swamp along WV32 just north of the intersection with Timber Line Rd. Due to other calls going on Tucker County 911 called Sheriff J.E. Kopec out to investigate the accident. When he arrived on scene he observed the defendant to have glossy and bloodshot eyes. After conversation with the accused about her driving her vehicle off the road, he detected the odor of an alcoholic beverage emitting from the accused. He asked if she had consumed any alcohol prior to or after the accident. She allegedly stated she had drunk wine before the accident that day. He requested her to perform a few field sobriety tests and she failed all tests. He then placed her under arrest for DUI. He transported her to the Parsons Police Department and then onto the Tygart Valley Regional Jail.
Alexey A. Smurov, McLean, Va., was charged with one count DUI 2nd. The complaint states that on Monday, July 4 at approximately 8 p.m. TFC. J.J. Schmidle was notified of a vehicle in the ditch on Laneville Rd. Once on the scene he observed a Toyota SUV off the side of the road stuck in the ditch. He made contact with the accused and could smell the odor of an alcoholic beverage emitting from his breath. Sobriety tests were administered and all were failed by the accused. Schmidle conducted a PBT test on Smurov with a result of .243% BAC. The accused was then transported to the Parsons Police Department for the required wait for a secondary chemical test. Consent forms were read and signed by the accused and the secondary chemical test results were .197% BAC. Tucker County 911 advised Schmidle that the accused had a prior DUI conviction out of Henrico Co. Va. on November 19, 2015. Smurvo was then transported to the Tygart Valley Regional Jail.
Joseph Lee Dice, Thomas, was charged with one count Forgery. The complaint states that on March 9, 2021 Chief Deputy M. Sigley spoke with a female subject namely Lori Reynolds. She advised she received tickets in the mail from the Pa. Turnpike Toll from a license plate on a vehicle that is coming back registered to her. She advised she has not left the state of West Virginia and does not own a functioning vehicle at this time. She advised she checked with her insurance company about an older vehicle she and her ex-boyfriend (Joseph Dice) owned together and found out that he purchased a 2010 Nissan Rogue and placed insurance on it and changed the PO box number. She advised she was not aware that he had purchased a different vehicle and transferred the plate. She advised she found out that Joseph had the title transferred at Steven’s Realty License Service. Sigley did go to Steven’s Realty and was advised that they did remember Dice coming in and transferring an old plate to a 2010 Nissan Rogue. He was advised that the title was declined by the DMV. They stated that Joseph was the only person that came in to transfer the plate and he was the only person that signed the title as Joseph Dice or Lori Reynolds. Steven’s Realty provided Sigley with copies of the title and other documents that belong with the title transfer. On May 31, Dice met with Sigley at the Tucker County Sheriff’s office in reference to the incident. Sigley did read and explain a D.P.S. form 79 Interview and Miranda Rights Form to Dice, which he understood. While interviewing, Dice in summary stated that the signature on the title with his name and Lori Reynolds was written by him.
