The following citations have been recorded in the Tucker County Magistrate office:
Scott A. Estenshade, Lititz, Pa. was cited for speeding (55-45) by Cpl. D.W. Burge. He pled guilty and was assessed fines of $19.75 and court cost of $165.25.
Kelly A. Metzger, Spring Grove, Pa. was cited for speeding in a work zone (64-45_ by Cpl. D.W. Burge. He pled no contest and was assessed fines of $100 and court cost of $165.25.
Stephen T. Hughes, Springfield, Va. was Cited for speeding (55-45) by Cpl. D.W. Burge. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
Darian K. Henderson, Locust Grove, Va. was Cited for speeding (60-45) by Cpl. J.E. Kopec. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
James A. Rinker, Romney, was cited for defective equipment by Deputy C.R. Donelson. He pled no contest and was assessed fines of $475 and court cost of $165.25.
Christopher Q. Wright, Harrisonburg, Va. was cited for speeding (55-45) by Cpl. D.W. Burge. He pled guilty and was assessed fines of $4.75 and court cost of $165.25.
Jeanette E. Shaffer, Eglon, was cited for shoplifting first offense by Cpl. J.E. Kopec. She pled no contest and was assessed fines of $4.75 and court cost of $165.25.
Floyd L. Frey, Springfield, MO was cited for speeding (55-45) by Cpl. D.W. Burge. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
The following criminal complaints have been filed in the Tucker County Magistrate Court:
Joseph Devonne Franklin-Harris, Charlotte, NC has been charged with violation of protective order. The complaint states that on Sunday, Aug. 20 at approximately 12:30 p.m. TFC J.J. Schmidle met the victim at the West Virginia State Police Detachment in Parsons. A hand written statement from the victim states that on Aug. 20 at 10:50 p.m., she was at Timberline Resort working for Brew Skies Festival. She stated she observed her ex-boyfriend, the defendant, at the bar on the outside patio. She advised she had a valid Domestic Violence Petition and the defendant had been told by Management that he could not be there. She said she went to bartender and told her of the situation and then left the area. She stated later in the evening she and a friend had driven around to the rear parking area looking for friends. She said when she got there the defendant was there with his friends. She stated that when he saw her he allegedly began yelling profanity at her. She advised that at this point she left the area. He posted a $2,000 PR bond.
Linda L. Moore, Parsons, was charged with battery. According to the complaint, on Wednesday, Sept. 14 at approximately 11:30 p.m. Deputy C.A. Teter, of the Tucker County Sheriff’s Department, responded to a fight call in the parking lot of Little Andie’s Restaurant. Upon arrival, Teter observed three females and one male arguing with each other. Teter observed two of the females identified as Christina Andrews and Melissa Shahan continuing to curse, argue, threaten and attempt to physically fight with each other. Teter told all subjects involved to separate from each other so he could speak with each of them and investigate the altercation. EMS was called to check for injuries and all parties refused EMS transport. During the investigation it was discovered that Christina Andrews had pulled over to the parking lot and when her husband, Andy Andrews, came over to talk to her, friends of his came over to check on Andy. While there, a verbal altercation between Christina Andrew, Melissa Shahan, Stephanie See and Linda Moore allegedly turned into a physical fight where hair was pulled, and kicks were thrown, scratching occurred and injuries were sustained as a result of this altercation. Christina Andrews allegedly had scratches and injury to her left eye. Melissa Shahan allegedly had scratches to her face, scratches and bruising on her arms and her glasses had been damaged. Stephanie See allegedly had bruises on her arm, scratches on her chest and face and complained of her head hurting where she had been punched and her hair pulled. Linda Moore allegedly had bruising to her face (right eye area) and forehead, and a small laceration to her left hand. Statements and photographs were obtained. Christina Andrews and Melissa Shahan have a recent history of arguing, threatening and fighting over Andy Andrews. Moore posted a $500 PR bond.

Paul Richard Ward, Kerens, was charged with trespassing. The complaint states that on Friday, Oct. 7 Ward walked to the residence of Jason F. Brickles. He advised the defendant to leave his property two times and Ward refused to leave. Cpl. D.W. Burge traveled to the residence and observed Ward lying on the porch. Burge arrested him for trespassing. A cash bond of $500 was not posted.
