The following citations have been recorded in the Tucker County Magistrate office:
- Tyler N. Costlow, Johnstown, Pa. was cited for speeding (35-25) by Cpl. D.W. Burge. He pled no contest and was assessed fines of $4.75 and court cost of $165.25
- Kimberly D. Mullenax, Parsons, was cited for expired MVI and no proof of insurance by Cpl. J.E. Kopec. Both charges were dismissed with proof shown.
- Megan N. Helmick, Parsons, was cited for speeding (69-55) by Sgt. C.D. Siler. She pled no contest and was assessed fines of $4.75 and court cost of $165.25.
- Robert I. Burton, Davis, was cited for trespassing by Sgt. C.D. Siler. He pled no contest and was assessed fines of $100 and court cost of $165.25.
- David A. Moore, Buckeye, was cited for speeding (34-25) and driving suspended by Deputy C.R. Donelson. He pled no contest to both charges and was assessed fines of $104.75 and court cost of $330.50.
- Barbara A. Moore, Parsons, was cited for no insurance by Cpl. D.W. Burge. The charge was dismissed with proof shown.
- James R. Moore, Parsons, was cited for no insurance by Cpl. D.W. Burge. The charge was dismissed with proof shown.
- David M. Montgomery, Lexington Park, Md. was cited for speeding (69-65) by TFC J.J. Schmidle. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
The following criminal complaints have been filed in the Tucker County Magistrate Court:
- Dustin Bruce Moran, Parsons, has been charged with one felony count of Kidnapping and one count of Wanton Endangerment. The complaint states that on Tuesday, Jan. 2 at approximately 9 a.m. Sgt. C.D. Siler and TFC J.J. Schmidle of the West Virginia State Police, received a phone call from WVSP Elkins communications and Tucker County 911 in reference to a female being held at gun point against her will. The Troopers responded to 29 Nestor Hollow Rd and located the victim (Hildie M. Williams) and the alleged suspect (Dustin Bruce Moran) outside. Williams and Moran were separated by the Troopers and Schmidle obtained a statement from Williams. She advised that this morning the defendant had woke up and said he was missing money. She said he allegedly stated yelling at her and told her she wasn’t going to leave the house until his money was returned. She said she told him she did not take his money and did not know anything about it.
- She advised the defendant allegedly pushed her back on the bed by her shoulders, climbed on top of her yelling he was going to kill her, her family and kids. She said he jumped off her, went to his closet and allegedly pulled a pistol. She said he went outside and allegedly said if her boots matched the prints outside he was going to blow her brains out. She said he walked out of the apartment and down the steps. At this time she said she grabbed her phone and contacted her sister. She said he came back in, saw I was talking to someone and grabbed her phone. She said he talked for a minute but the phone died. She explained her sister told him if she did not hear from her in 60 seconds that she was going to call the police. She said the defendant allegedly told her to plug her phone into the charger and to get into the car because they were leaving. She said he went to the bathroom so she decided to try and run out of the apartment. She advised the defendant chased her down and allegedly grabbed her by the back of her hair and told her to get into the car. She said he allegedly told her if she tried to run again he would break her legs. She said they drove to the antique store near Sheetz in Parsons and advised they went inside and the defendant spoke with someone to see if they had been in his apartment. She said he called two of his friends to come to the house. He took her back to the apartment and met his two friends there. She was told to stay in the car. She stated he allegedly grabbed his pistol out of the car and said the only way she was leaving was in a body bag if he did not get his money. She also stated that the defendant told her if she tried to run he would shoot her. He is under a $10,000 cash only bond.
- Ciara Beth Smith, Hambleton, has been charged with Domestic Battery. On Jan. 1, the victim, Joshua Kevin Keplinger, and the defendant were in a verbal argument. The said argument first began the evening of Dec. 31, 2017 and the defendant left the house so Keplinger could pack his belongings. These arguments seem to be a common occurrence at this residence since law enforcement has been called before. Once the defendant returned home between 3 and 4:30 a.m. the arguing began again. The defendant allegedly got angry during this exchange of words and threw a medium size wicker basket at Keplinger and struck him in the back. The two exchanged words some more before the defendant allegedly grabbed an arrow from a quiver lying on the floor and threw it at Keplinger, striking the wall near where he was standing. The said arrow had a Muzzy 100 grain three blade broad head attached to it. Siler found the arrow lying in the floor in the bathroom that is attached to the kitchen. The quiver, with another arrow, was sitting on the living room floor which is attached to the other side of the kitchen. Both the defendant and the victim stated she was in the living room when she threw it. He said he had stepped into the bathroom when she threw the arrow. Smith posted a $1,200 PR bond.
- Linda L. Moore, was charged with Cruelty to Animal (Shelter). The complaint states that on Nov. 1, 2017, Parsons Police Chief W.D. Rowe responded to an animal complaint in which several dogs were outside in freezing temperatures without proper shelter to keep them from weather elements such as rain, snow, cold, etc. Upon arriving he observed dogs in those conditions. Plus five puppies had no food or water. The mother dog was out on a chain in the cold weather. She posted a $2,000 PR bond.
- Lester Leroy Mook, Jr. Dryfork, was charged with Receiving/Transferring/Possessing/Concealing Stolen Property. According to the complaint, on Thursday, Aug. 17 Cpl. J.E. Kopec responded to 2545 Laneville Road in Dry Fork to assist with the execution of a search warrant for an unrelated case which involved the recovery of multiple stolen items from this residence. While assisting in the case Kopec was searching in the garage and noticed a four seater Polaris RZR side by side in the back of the garage. Another search warrant was issued for the residence and cartilage of above address. The warrant was executed and the 2012 Polaris RZR was recovered and returned to Thrasher Engineering on Sept. 21 after tracing ownership of vehicle through the VIN number. In a two page hand written statement, Lester Mook summarizes that he traded a 450 Arctic Cat four wheeler to an unknown person named Eric in Clay County for the Polaris RZR. The defendant posted a $10,000 PR bond.
