The following citations have been recorded in the Tucker County Magistrate office:
Sara J. Pennington, Petersburg, was cited for speeding (74-65) by K.L. Keplinger. She pled no contest and was assessed fines of $4.75 and court cost of $165.25.
Chris A. Watson, Hambleton, was cited for unsigned registration by TFC J.J. Schmidle. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
Chris A. Watson, Hambleton, was cited for no seatbelt by TFC J.J. Schmidle. He was assessed fines of $25.
Jakob M. Pifer, Hambleton, was cited for expired registration by Cpl. D.W. Burge. He pled guilty and was assessed fines of $4.75 and court cost of $165.25.
Hayes W. Perkins, Buckhannon, was cited for no MVI and failure to change address on operators by Cpl. D.W. Burge. He pled no contest and was assessed fines of $9.50 and court cost of $330.50.
Kimberly A. Johnson, Davis, was cited for no proof of insurance by Deputy B.T. Zirk. The charge was dismissed with proof shown.
The following criminal complaint has been filed in the Tucker County Magistrate Court:
Emily Jo Heckler, of Hambleton, has been charged with one felony count of murder. According to the criminal complaint, on Friday, April 13 at approximately 12:30 p.m. the Tucker County 911 Communications Center received a call from Marion Heckler at 2049 Mackeyville Rd in Hambleton stating that her step-daughter, Emily Heckler, had just been released from the hospital and that she was afraid that Emily was going to hurt herself or someone else and that she was allegedly out of control. Deputy C.A. Teter of the Tucker County Sheriff’s office attempted to contact the victim on her cell phone while en route to the residence. Teter arrived at the residence a short time later where he observed something lying in the driveway and realized it was a female covered in blood. Teter ran to the victim and attempted to check her condition, and radioed for emergency units to respond. He pulled his duty weapon for his and the victim’s safety. He allegedly observed a large kitchen knife lying next to the victim along with her cell phone. He heard loud screaming coming from inside the residence and then a female, later identified as Emily Heckler, came out onto the front porch and continued to scream. Teter directed her to kneel down and not move. A few minutes later, NRP Officer Ozales pulled in and officers secured her and placed her in a chair on the front porch. A few minutes later Sgt. Dave Gidley, of the Parsons Police Department, pulled in and officers attempted CPR, but were having no response. EMS personnel arrived on scene but did not start CPR due to the victim status and her injuries. The county medical examiner, Heather Harper, was contacted. The weapon and scene were secured by officers. There were bloody footprints allegedly belonging to the suspect that led from the victim back to the front of the residence. The suspect and her clothing were allegedly covered in what is believed to be the victim’s blood. After being advised of her Miranda Rights the suspect allegedly stated to Teter that she had an argument with her step- mom and grabbed a knife from the kitchen, chased her outside and allegedly stabbed her multiple times.
Kevin Dwayne Dillow, Davis, has been charged with one count Domestic Battery. According to the complaint, on Sunday, April 15 the defendant did allegedly place Sabrina Nicole Leary in a choke hold and punched her in the chest. She allegedly bit the defendant on the wrist to escape the choke hold. He allegedly punched her in the left arm and head butted her on the forehead. Marks on the victim were photographed by Cpl. D.W. Burge. He posted a $1,500 PR bond and a bench trial is scheduled for June 18 at 11:30 before Magistrate Riley H. Barb.

State of West Virginia verses Dennis Wayne Watts, Davis, he received judgment of Dismissed-plea agreement for two counts misdemeanor offenses for violation of protective order, repeat offenses. This case was heard on April 17 by Magistrate William M. Miller.
UHS verses Johnson, the court found in favor of UHS against Leana Marie Johnson in the amount of $511.46 plus $75 court cost. This case was heard on April 16 by Magistrate Riley H. Barb.
State of West Virginia verses La’Neil La’Jay Capps, Davis, received judgment of no contest plea for one count escape or attempt escape from custody of the Director of Juvenile Services which occurred on March 28. He was assessed cost and fees of $165.25 and credit for time served of 21 days. He is on unsupervised probation for six months. This case was heard on April 17 by Magistrate William M. Miller.
State of West Virginia verses David B. Feineis, Virginia Beach, Va. received judgment of guilty plea agreement for one count driving a vehicle while I n an impaired state but with alcohol concentration of less than .15. He was assessed fines of $100 and cost and fees of $240.25 with time served of one day. This case was heard on April 17 by Magistrate William M. Miller.
State of West Virginia verses Dennis Wayne Watts, Davis, he received judgment of guilty-plea agreement for five counts of falsely reporting an emergency incident to a law enforcement officer or agency. He was assessed fines of $1 and cost and fees of $165.25 with credit for time served of 23 days. This case was heard on April 17 by Magistrate William M. Miller.
