The following criminal complaint has been filed in the Tucker County Magistrate office:

  • Oscar Antonio Reyes Ferman, Bladensburg, Md., was charged with one count of Driving Under the Influence of Alcohol and one count of Obstructing an Officer. According to the complaint on Sunday, July 6 at approximately 7:45 p.m. Trooper R.K. Stewart was dispatched to the area of Front Street in Thomas for a welfare check. He was advised by Tucker 911 that a male was in a silver Nissan Altima was reported to be slouched over the steering wheel. Upon arrival he observed a silver Nissan matching the aforementioned description traveling Southbound on US48 near Cortland Acres. He initiated a traffic stop on the aforementioned vehicle. Upon initial contact, he identified the driver as the defendant. He asked Ferman if he was okay in which he stated that he was. The Trooper then smelled a strong odor of an alcoholic beverage coming from Freman’s person. He also observed Ferman’s eyes to be glassy and watery and he had slurred speech. At this time Ferman was asked to exit the vehicle to administer Field sobriety Tests in which he refused said tests. Due to the totality of these circumstances, Ferman was placed under arrest for DUI 1st Offense and for Obstructing. The Trooper did conduct a vehicle search in which he allegedly found a ¾ empty bottle of Jack Daniel’s Whiskey located in the trunk of the vehicle. Ferman was transported to the Parsons Police Department for a secondary chemical test in which he refused. He was then transported to the WVSPParsons Detachment for processing, then to the TVRJ to await further arraignment. Individuals are presumed innocent until proven otherwise in a court of law.
