The following criminal complaints have been filed in the Tucker County Magistrate office:
Greggory Howard Mayfield, of Parsons, was charged with one count of Indecent Exposure. According to the complaint, on Friday, June 28 at approximately 6:41 p.m. Patrolman First Class N.C. Gidley received a call from Tucker County 911 in regards to a report of a male subject being nude and running around a vehicle at Mill Race Park. Gidley and Officer Prickett of the WVDNR responded to that location but were unable to locate the individual. Tucker 911 advised that it was possibly a Mayfield subject, and were able to locate a driver’s license for the defendant. A criminal history records check was conducted which shows that the defendant has priors for indecent exposure and open lewdness out of West Virginia, Maryland and Pennsylvania. Later, Gidley was informed that a picture of the male subject was on Facebook. He was shown the Facebook post and identified the area in the background as Three Rivers Park (baseball field) in the Pulp Mill Bottom.
Gidley went to the witness’s residence and spoke with her about the make subject to which she stated, in summary, that she, her juvenile sister and her three juvenile children had gone to the Grand Slam Grill earlier this date to pick up food. Upon arriving, she stated that she observed a male subject in the passenger seat of a white vehicle she parked beside of. She stated that the door to the vehicle was open and the male had his foot propped up on the door. She stated that she and the other juvenile occupants of her vehicle were able to see that the male was completely nude and that they were able to see everything. She stated that even after noticing them in the next vehicle, the male did not close the door nor did he attempt to conceal himself in any way. Gidley provided a picture of the defendant to the witness, who positively identified him as the nude male from the Grand Slam Grill. A video of the subject was emailed to Gidley and a written statement was obtained from the witness.
Kelsey Mae Armstrong, of Elkins, was charged with False Reporting (X2) and False Information (X34). The complaint states that on Tuesday, May 21 at approximately 12:36 p.m. Senior Trooper C.A. Hawkins was dispatched via WVSP Elkins Comm. on behalf of Tucker County 911 to an alleged assault. 911 advised the victim identified as Kelsey Armstrong was located on the bridge on First St.
Hawkins arrived on scene and made contact with the defendant. She stated that “he” followed her from Elkins and had a knife and made her get in his car. She stated that he took her to the same place that she was taken last year by another subject. She stated that she thought it was the brother from the other incident. She stated that he ran her off the road and she pulled over. She stated she did not make this up. She said the he made her get into his car and drove her over to Parsons. She stated that it was a black vehicle. She stated he dropped her off at the bridge. She stated that he made her get in the back seat of the car while he had a knife and threatened her. She stated that he started following her at Walmart in Elkins and that it was her fault for getting his brother in trouble. She stated that he made her drink five “Bootleggers” and that her vehicle was setting somewhere on Gum Rd in Randolph County. Tucker EMS noted bite marks on her stomach and Hawkins obtained photos of these marks.
On this same date Hawkins contacted Randolph County 911 to have an officer BOLO on Gum Rd for Armstrong’s vehicle. Officer White of the Elkins Police Department traveled to Gum Rd and located said vehicle backed into a well -known parking area. The vehicle was not setting in a manner consistent of being run off the road or parking in any form of a distressed state.
On the same date Hawkins arrived at Gum Rd and observed Armstrong’s vehicle parked in a gravel wide spot, he also observed a small duffel bag on top of the vehicle. He obtained photos of the vehicle. Hawkins traveled to Tucker County 911 to review traffic cameras that face First Street. He reviewed footage between the claimed hours of the incident and observed one vehicle possibly matching the description given by Armstrong.
Hawkins traveled to Mountain Valley Bank in Parsons and reviewed footage from the same time frame of the incident. He could not determine of the vehicle in question passed through the field of view due to poor night time quality and a small field of view of the roadway.
Hawkins then traveled to the home address of the perpetrator in an attempt to obtain a statement, but was unable to make contact.
On Wednesday, May 22 Hawkins obtained a follow up statement via phone call from Armstrong in which she stated that she went to Walmart to clear her head after getting into an argument with her fiancé. She stated that she began to return home when she noticed a black car following her and that the car ran her off the road and she almost wrecked. She said that she did not know who did it and did not recognize him at all, but stated that it was the same guy as last time when she made a report with a Randolph county trooper. She described the subject as about her height and brown hair. She stated that after running her off the road, he came to her car, allegedly threatening her with a knife and pulled her from the car before allegedly hitting her a few times. She stated he pulled his car in front of hers and that her car was sitting in a gravel lot. She stated that he allegedly took her keys and phone from her but she managed to get her phone back. She stated that he told her to do what she was told or she would get hurt and that he had a knife. She stated that he made her drink four bottles of alcohol and took her to a back road in Valley Bend, then Mill Creek then to Tucker County. She stated that he kept grabbing her legs and once they got to Tucker County he got her out of the car and pushed her and she hit her head. She stated she was at the same place as the last incident that happened to her. She said that he took off her shoes, put her in the car, got on her and started touching and kissing her. She said that he put his hand up her shirt, took off her shorts, took off her underwear and put something inside her. She stated that she was wearing blue shorts with white lines but that he put sweatpants back on her. She stated that he parked her car in a wide spot after he put her in his car. See described his car as a Ford sedan.
On Thursday, May 23 Hawkins was contacted by Officer White through WVSP Elkins Comm. and he advised Hawkins that Armstrong told him that she had been meeting with a male subject consensually, including the night that she ended up in Tucker County. White advised that the statement was recorded on his body cam.
On Monday, April 3 Hawkins and Senior Trooper E.B. Malcomb obtained a recorded statement from the alleged accused who stated that Armstrong messaged him to meet at Walmart in Elkins and told him to purchase alcohol, Lysol wipes and condoms. He stated that he met up at a pull off spot on Gum Road and that she got into his car and they began to drive around. He stated that they drove through the areas of Mill Creek, Huttonsville and to the gas station across from Walmart in Elkins before Armstrong mentioned going to Tucker County. He stated that he drove her to Tucker County but wasn’t sure of exactly where as he was not familiar with the area, he stated she told him where to go and that she mentioned sex, asked him to clean out the back of his car to make room. He stated he did so and they both got into the backseat of the vehicle. He said that he performed oral sex on her and she wanted him to give her hickies, to bite her and to hit her. He stated he did give her hickies and bite her but would not hit her. He then drove her to a parking lot across from a vape shop in town and dropped her off. He said that she told him a friend would be picking her up, and once she got out of his car, he watched her walk about halfway across the bridge before he left. He stated that after performing oral sex on her and before dropping her off, she quickly drank several alcoholic beverages called Bootleggers and changed into sweatpants that she had in a bag she brought with her. He stated that she left the bag in his car and he returned the bag to her vehicle, setting it on the roof of the car. He stated that when he met her on Gum Rd her vehicle was backed in and that she allegedly told him to delete the messages between the two.
On Tuesday, June 4, Hawkins and Senior Trooper E.B. Malcomb obtained a recorded statement from Armstrong in which she stated that she messaged the alleged accused wanting to meet up, voluntarily got into his vehicle, asked him to bite her, give her hickies, tie her up and hit her. Then she asked him to drop her off in Tucker County. During this interview she first lied to the officers about the above mentioned details before eventually disclosing the truth. She stated that he made her delete all the messages and put his sweatpants back on after they were finished.
The above crimes were committed in Tucker County and all individuals are presumed innocent until proven otherwise in a court of law.
