The Parsons Police Department had gotten complaints about dogs that were located at 211 Poplar Street in Parsons that were not being cared for properly.
These dogs were observed several days and on Nov. 1, , the Parsons Police Department along with Animal Control Officer, Ricky Rosier, responded to that location and found one dog tethered with no shelter to get into. This dog was taken by animal control and a citation was issued to Chezaray Posey for animal cruelty. After receiving this dog at the shelter, it was observed bleeding from flea bites and was transported to a vet for medical help. A warrant was issued for Ms. Posey for animal cruelty for failure to obtain medical help for her dog. At the same time, five dogs belonging to David Brobst were inside a kennel that was not proper for animals to be in and no secure place to be out of the weather. These dogs were also lying in dog feces with three dogs in one small house and two in another. A citation was issued to Mr. Brobst for animal cruelty, second offense.
