Blackwater PSD Receives Grant Funds

The Blackwater PSD and Tucker County Commission have received a total of $3 million in the form of grant funding towards the PSD Sewer Treatment facility’s engineering funding. The grants came in the form of two Congressional funding grants: one in the amount of $1.5 million from Senator Shelly Moore Capito and another $1.5 million from Representative Riley Moore.

Capito’s office released a statement on March 6th in which the CDS allocation was listed. The $1.5 million allocation was listed to the Tucker County Commission “to create one regional collection system and wastewater treatment plant to meet the expanding infrastructure needs.”

The allocation was part of Capito’s Fiscal Year 2026 Congressionally Directed Spending to support water infrastructure projects throughout West Virginia. The allocation was one of nine projects funded in FY 2026.

“The need for clean water across West Virginia is critical,” Senator Capito said. “These investments will go a long way in making sure communities across our state have more efficient water systems that better serve residents and businesses. By directing federal funding to projects like these, we are helping ensure stronger, healthier communities and a brighter future for all West Virginians.”

Blackwater PSD President Alan Tomson said that the funding will go towards the engineering phase of the project. The funds will combine with the additional $1.5 million allocated from Representative Riley Moore’s office, according to Tomson.

“From Riley Moore, we also received a million and a half,” Tomson said. “So that’s three million together.”
