Citizens Bank of WV Announces Promotions

William “Bill” Phillips

Nathaniel S. Bonnell, President & CEO of Citizens Bank of West Virginia, recently announced the promotion of William “Bill” Phillips to Financial Center Manager and Commercial Lender, and Sarah Carr to Assistant Financial Center Manager.

Phillips has been a valued member of the Citizens Bank team since 1998, bringing nearly three decades of banking experience to his new role. For the past 11 years, he has managed the Beverly Financial Center, where he was instrumental in cultivating strong customer relationships and guiding his team to deliver outstanding service.

In his newly expanded role, Phillips will assume oversight of operations at both the Elkins and Beverly Financial Centers. His focus will be on ensuring seamless service delivery, operational excellence, and maintaining the high standards of customer care that define Citizens Bank. Additionally, he will provide crucial assistance in Commercial Lending, leveraging his expertise to help local businesses achieve their financial objectives through tailored lending solutions.

Phillips obtained a Bachelor of Science degree from Davis & Elkins College. He serves on the Beverly Elementary School Local School Improvement Council, is an active member of the Tygart Valley Lions Club, and attends Arbor Church.

Married to Julie Phillips, they reside in Beverly and have two sons, Logan and Mason.

Carr began her career with Citizens Bank in 2025 as a Universal Banker, bringing with her several years of valuable banking experience. In her new role, she will support oversight of the Elkins and Beverly Financial Centers. Carr will leverage her extensive background and training to help uphold the bank’s long-standing commitment to exceptional customer service.

A graduate of Tucker County High School, Carr attended West Virginia University and Fairmont State University. She resides in Parsons and attends River Chapel Church in Porterwood. She is the mother of three children, Morghan, Jonathan, and Danni, and the grandmother of two grandsons, Thatcher and Cayce.
