MINUTES
6:30pm Mayor Drenning called meeting to order.
Roll Call-
Present- Mayor Joe Drenning, Councilman Dave John Scott, Councilwoman Jeannette Tekavec Ware, Councilman Pat Pregley and Recorder Tina Lipscomb.
Absent- Councilman Al Tomson and Jason Cyr (Both Excused)
Guests- JoJo Pregley, Chase Pregley, Bob “Skid” Quattro, Joni Felton, Phil Phillips, Todd Snyder, Chuck Wood, Doug Martin, Lisa Cousin, Kenneth Martin, Mildred Martin, Judy Cronauer, Jerry Lechowick, Susan Moore, Vicky Weeks, Bob Guido, Steve Moore, Bill Peterson, Karen Peterson, Cheryl Ball and Toby Gravelle.
Motion to approve the minutes from regular Council meeting June 26t h, 2018 made by Councilwoman Ware, Second by Councilman Pregley, all in favor, Motion carried.
Finance-
Mayor Drenning announced that before we would hear from guests, Mayor and Council would skip ahead briefly on the agenda to go to Finance Committee so that Town Employee Joni
Felton could give a report. Joni explained the final budget revisions on General and Coal Severance Fund, merging of two years and unassigned balance. Projected to have overage and placed into various funds. Joni also explained the packet from our accountant the Rodeheaver Group. Water fund is good but Sewer is in the negative due to repairs, chemicals, etc. Water at this point is carrying Sewer BUT everything should eventually balance out. If not, then we will need to adjust revenue funds. Per accountant advice, Mayor and CounciL agree to wait and see.

Guest Phil Phillips inquired about the continuing drainage problems in his and his daughter’s yards. Mayor Drenning responded that several attempts to contact the State to fix the problem and they are waiting to hear back from them. As soon as we hear something, we can move forward with fixing the issue.
Guest Judy Cronauer attended a meeting held by the National Forest office concerning Gateway Communities to the Forest. The group requested that Mayor and Council fill out surveys given to Judy and she would stop by and pick them back up from the office next week. Recorder Lipscomb handed out the surveys to each Councilperson and Mayor.

COMMITTEE REPORTS
Streets, Allevs & Waterworks- Nothing to report.
Personnel- Nothing to report.
Ordinance & Resolutions- Nothing to report.
Cemetery- Councilman Pregley is still working on pricing and drawing for replacing dilapidated building at Cemetery.
Parks & Recreation- Recorder Lipscomb reminded everyone that the Rose Garden Dedication will be held Saturday July 21 st, at 1 pm at the Davis Riverfront Park. Also, the next meeting for Parks & Recreation Commission will be Tuesday July 31 st, at 6pm at Town Hall. Mayor Drenning asked if it was resolved about the missing picnic tables from the Community Center.
Recorder Lipscomb reported that the tables were rented out via P & R Board member Lori Liller. Many folks were concerned when it was realized that they were gone and that they are also used for the summer meal program, which is where the immediate concern came from and was noticed that they were missing.
Old Business- Guest Steve Moore from the Tucker County Landfill discussed the unpleasant smell that the Town residents are complaining about. Mr. Moore apologized for the smell and assured the guests and Mayor & Council that he and the workers are doing everything they can to dissipate the smell. Mr. Moore explained the process of how trucks are brought in, refused if needed, how sewer sludge is processed before being brought to the Landfill, how the waste is covered each day, the building of a Cell process, etc. Councilman Pregley also had spoken to Mary Sanders, DEP Inspector and he explained how the process is if the waste is processed correctly, then it is legal to accept it. Lengthy discussion followed with several guests, Council and Mayor asking informative questions. Concerns were raised about air quality, health of residents versus revenue for the County. Mayor and Council requested that Mr. Moore call all companies sending Sewer waste/sludge and chicken parts and request that they do extra treatment processing before sending in trucks to the Landfill. Once he speaks to the companies, please report back to Mayor Drenning and/or Councilman Pregley. Mayor and Council realize that Mr. Moore needs time to rectify the problem, but if problem persists after extra treatment process steps are taken, then Mayor and Council will be forced to contact Tucker County Commission, who oversee the Tucker County Landfill. Mr. Moore assured everyone that they are doing their best, they want to be good neighbors and thanked everyone for their questions and concerns. Mayor and Council thanked Mr. Moore for attending the meeting and answering questions, very appreciated.
Recorder Lipscomb introduced Vicky Weeks of Verglas Media who the Town hired to design the Town’s website. At the last meeting a branding packet/proposal was handed out and Mayor and Council were asked to review it to see if they wanted to move forward with the proposal.
The website is at a critical point and if branding is wanted, now is the time to do it and incorporate the branding with all of the Towns social media sites, signs, etc. so that is all flows and works together. Vicky explained branding, logo ‘s etc. using different props of other companies as examples- logos, signs, explained color schemes, fonts, etc. and why it is needed for the Town. This branding would be used for the Town’s website, Facebook page, letterhead, and signage if wanted. Discussion followed about signage & branding. The New Davis Renaissance Group reported that they had recently met with Eve from the WVU Office concerning the CDA logo, funding, etc. and that she had proposed a few ideas for signs. Some confusion followed as it was realized that the WVU Office had proposed a few sign ideas to the NDRG. It was agreed by all that discussions need to be held between all parties so that everyone is on the same page and that Vicky would like to be a part of the conversation since this is what she does and that she lives and has her business located here in Davis. After much discussion, it was agreed that all individuals would set up a meeting and discuss ideas and report back to Mayor and Council.

Correspondence- Mayor Drenning read a Thank you card to the Town for how well the Cemetery looks and is being maintained.
