Parsons, A Tucker County couple have been charged with over 200 felony counts of Child abuse resulting in injury, Child abuse creating injury, criminal penalties and Conspiracy.
Melissa Lee Waybright, Parsons, was charged with 60 felony counts of Child abuse resulting in injury; Child abuse creating risk of injury, criminal penalties and 60 felony counts of Conspiracy. According to the complaint, on Wednesday, Dec. 18 the victim (D.W.DOB-5/13/2012) was interviewed by the CAC in Elkins. The following is stated by the victim; his mother, Melissa Waybright, would hit him in the head, neck, face, back, chest legs and stomach. Sometimes these hits would cause him to “black out”. She would step and jump on him while he was on the ground. She would put a bleach rag in his mouth and it caused a burn on his face, she would put dad’s dirty socks in his mouth and when he came home from school he would have to take his clothes off and be naked. He was locked in his bedroom and that the door has a lock on the outside. He was not allowed out of his room to go to the bathroom and when he had an accident he would have to use a ‘butter bowl’ with water and his toothbrush to clean up the carpet and he was not allowed to eat with the family. He would sometimes try to sneak drinks from the “butter bowl” because he was thirsty and mom started to put bleach in the water to keep him from drinking it. He said that he would pour the water out in the room to be able to finish faster but that the “Camera” caught him and he got hit and had to sleep on his floor without any covers or mattress. He also said that mom and dad would put wooden clothes pins on his penis as a punishment and that it hurt so bad he screamed in pain and they told him to shut up and hit him to get him to be quiet. He stated that as a punishment for “acting like an animal” for having accidents he would have to stay in a dog kennel, (dog cage) which is 42” long x 27” wide x 29” height metal/plastic, located in the dining room area of the house. He said he would have to lay in this cage naked and that he would have to eat in it, he would have to lie on his school clothes which were under a “puppy pad” in the kennel and he would have to be outside naked for long periods of time. When he got a bath he had to bathe outside while mom used a water hose to wash him off and she would give him a puppy pad to dry off and cover up with and he would have to go to bed naked. He said he would sometimes use the puppy pad for a bathroom and that mom would force him to drink his urine that collected on the pad by wringing it out in his mouth. He also stated that mom had urinated in a large Styrofoam cup that was half full and made him drink it. He said he was able to get out of the cage, so mom and dad would use bungee cords and he would get them off so they started tying the door with string that he would cut. Finally they used zip ties to secure the kennel doors shut. He stated that mom had used all the blue ones out of the pack. He described the house as having four cameras (one outside, one in the stair well, one in his sister’s room and one in his. He stated that mom and dad would leave the house and they would lock them in their rooms with the bolt style lock on the outside of their doors. On Tuesday, Dec. 10, Sgt. C.A. Teter of the Tucker County Sheriff’s office filed a complaint and an affidavit for a search warrant on the Waybright residence at 126 Billings Ave. Teter, along with Chief Deputy Sigley, Cpl. B.T. Zirk and Sheriff B. Wilfong executed the search warrant. Teter located the dog cage, zip ties and wooden pins. Along with cellular devices and a home security hard drive system. These security cameras were hooked up to the television as well as the cell phones. Teter also noted that the bedrooms were very dirty and a butter bowl along with a tooth brush was located inside D.W.’s bedroom. The wooded doors on their bedrooms had four sections of door cut out and metal wire had been stapled over these holes. The doors had bolt style door latches placed on the outside top of both doors and the girl’s room had a “safety gate” screwed into the door frame as well. D.W. also advised that mom put hot sauce and hot peppers in his mouth and would not let him drink water to lessen the pain. Teter met with Melissa and Dillon Waybright shortly after the search warrant at the Tucker County Sheriff’s office. Teter advised Melissa of her Miranda rights and had her sign DPS Form 79 and took a recorded statement wherein she admitted to locking D.W. in the dog cage and placing the clothes pin on his penis. Teter also advised Mr. Waybright of his Miranda rights and had him sign DPS Form 79 and took a recorded statement wherein he admitted that he was present when his wife locked D.W. in the dog cage and when she put the clothes pin on him. These incidents occurred between the dates of May 12, 2019 and have continued up to the date of CPS removal on Dec. 10. A cash bond of $120,000 was not posted.
