Division of Juvenile Services Director Stephanie Bond has named longtime agency official Dan Dilly as superintendent of West Virginia’s premier juvenile facility, the Kenneth “Honey” Rubenstein Juvenile Center, effective Aug. 1, 2014.
The Rubenstein Center is an 84-bed campus in Tucker County that embraces a research-driven approach to juvenile justice. The center hosts the Governor’s Adolescent Leadership Academy, which provides cognitive therapy and educational and vocational-technical programs within a structured setting.
Dilly has been serving as acting superintendent at the Rubenstein Center, and was its director of Treatment and Programs when it opened in 2009. Dilly began his decades-long career as a corrections counselor at the Huttsonville Correctional Center in 1983. He moved to the Rubenstein Center’s predecessor facility in Davis the following year, advancing from staff to supervisory posts.
“Having worked there for 30 years, Mr. Dilly understands the philosophy of the Rubenstein Center,” Bond said. “During his past year as acting superintendent, he has worked through the transition that the Division of Juvenile Services has gone through and proven his ability to lead his facility on its path forward. Mr. Dilly and the staff at the Rubenstein Center work very hard to help the young men entrusted in their care learn to lead productive lives upon release. I have no doubt that this will continue.”
Dilly succeeds Bond, and began serving as acting superintendent in February 2013 when Bond was named acting Juvenile Services director. She became director effective July 1.
A Tucker County native, Dilly earned a Bachelor of Science degree in criminal justice with a minor in sociology from Fairmont State University in 1982. His previous achievements in his field include his election as president of the Southern States Correctional Association in 2005, and as president of its West Virginia chapter in 1994.
“This is a great honor for me to be selected as superintendent of the Rubenstein Center,” Dilly said. “We have a dedicated staff that strives to provide excellent programming that meets or exceeds the national standards. It is my goal for the Rubenstein Center to continue providing quality programs for the young men in our custody as we continue offering rewarding employment for the citizens of Tucker and surrounding counties.”
