The Blackwater Public Service District met to conduct its monthly business October 15th at the Davis Town Hall in Davis with Board Members Al Tomson and Judy Cronauer present. Board Member Jody Flanagan was absent.
On the ongoing subject of a bond counsel and accounting services, the Board was informed there has been little progress. A representative from Region VII informed the Board that Executive Director Shane Whitehair was still working on getting it scheduled. The representative did tell the Board that she would make a note to have action taken on the matter.
There was nothing new on the engineering front, either. Tomson informed the Board that a meeting had been canceled that morning. “We had canceled a meeting this morning with the engineering update this morning because there really wasn’t much,” Tomson said.
Tomson informed the Board of advancements on the Town of Davis’ Sewer Collection Project. According to Tomson, work on the project is slated to start in the Spring with ground breaking anticipated in March or April. Tomson also said that a contract has also been awarded to a contractor on the project. “The Davis Sewer Collection Project will begin in the Spring,” Tomsons said.
A $600,000 shortfall on the Davis Sewer Collection Project has been made up by grant funding through Region VII and RK&K efforts, according to Tomson. “There was a $600,000 shortfall that has been made up by Region VII and RK&K,” Tomson said.
Tomson said that during the prebid meeting six or seven contractors expressed interest in the project. However, when the time came to submit proposals, only two were submitted with one being submitted on the wrong form and in the wrong format, meaning it would have to be discarded. The remaining contract came in $600,000 over the engineering estimate, according to Tomson. D&M Construction out of Pennsylvania won the bid for the contract, according to Tomson. “One of them was on the wrong form and the wrong format, so it had to be tossed out,” Tomson said. “So that left us with one bid and that came in $600,000 over what the engineering estimate was.”
The Board also paid a requisition for RK&K in the amount of $23,700. The amount was approved in a motion made by Tomson and seconded by Cronauer. There were no other requisitions needing to be paid during the meeting.
The next meeting of the Blackwater PSD will be held November 12th at 9:30 a.m. at the Davis Town Hall in Davis.
