City of Parsons Mayor Bruce Kolsun and City Manager Michael Simmons clarified the position the City has taken regarding a request from the Humphrey Brothers to access 22 acres of land via a disused alley.
The Brothers had approached the City of Parsons Council on a two occasions asking for the City to grant access to the disused alley and assist in improvements to the alley that would allow logging crews to access the property to begin clear cutting the site.
On September 2nd, the Brothers addressed the Council during Public Comments about the project and where the City stood on investigation into the disused alleyway.
“That was not a discussion during our agendaed meeting,” Kolsun said. “It was a discussion during comments.”
City Manager Michael Simmons said at that time that he had received a survey of the area and knew where the old alleyway laid and the creek ran. There was talk that the City would likely incur the cost of placement of two wing walls, a couple of sections of pipe and cementing. Simmons also said he would be soliciting bids from a couple of companies for part of the work with City crews anticipated to complete part of the work.
The only mention of a complete bridge was made by Council Member Seth Rosenau. Kolsun said that any construction would be of two wing walls and pipe, not a complete bridge.
Mayor Kolsun would like the public to be aware that since the discussion was engaged during Public Comments and was not an Agenda Item, the Council could not vote on the measure and no official action has been made on the issue as of yet.
A measure on the issue is scheduled to be presented to the Council on the agenda of the Tuesday, October 7th meeting of the City Council. Kolsun said he encourages any member of the public concerned about the issue to attend the meeting and voice their thoughts to the Council.
