Parsons City Council votes to purchase cargo trailer

Upon welcoming everyone, Parsons Administrator/Treasurer Jason Myers led with the pledge before the meeting was called to order.
The consideration of minutes of Regular City Council Meeting from Tuesday, June 7 was carried.
Immediately after, Mayor Dorothy Judy skipped to under New Business to consider the Police Advisory and Personnel Committee’s recommendations on a personnel matter. This required an executive session, which all council members were in favor of. The executive session lasted approximately an hour where there was no decision made on the topic. No action was to be taken.
Financial items were covered and motion was carried to pay the invoice amount of $28214.75. Also under Financial Items was a proposal to purchase a new 2016 Homesteader 6×12 Cargo with Ramp Rear Door for $2800. Tim Auvil spoke explaining the proposal.
According to Auvil, “back when we did the allocation for the Harman Fund, this was part of the supplies listed to do concessions at the park. We have had to take the pick-up truck and load it three times and unload it three times to be able to pack up everything and put it back away and it has been a real pain.” This is to store all park concessions; materials, cookers, tables, popcorn machines and everything else so it is easy to store, unload and load and protect the wear and tear on the equipment as well because when it gets put into the back of the truck, it is not gentle sometimes as it should be. Auvil said , “I saw this on the bulletin board. It was an ad and this 6×12 trailer enclosed was exactly the size we need. I called these people. The front page says $2830. It’s on sale for 2830. They would not budge but I did get them down $30. So it is down to $2800.. This is brand new with a two year warranty.” Auvil said.
The council then discussed how to move the trailer because it is out of state in Pennsylvania, from one way tags to hauling it on a larger trailer. The budget was originally $2500 without thinking they could get one brand new at this price. With it being brand new, the question standing was if there was enough in the budget to purchase this trailer. It was mentioned that during the last park event, at least $1000 was raised, which if this amount is continued to be raised, it would easily help pay off the purchase of this trailer.
In the end, Auvil moved to purchase this trailer from SMOUSE Trucks-Vans-Trailers-Snow Equipment at the price of $2800 and to have it picked up on their own trailer. This was approved.
The Currance Street water line upgrade was approved. Purchasing the bacterial enzymes from Maryland Biochemical or Specialty Chemical Company to help eat sludge out of the sewer plant lagoon was also approved and will purchase once funds are available.
When discussing the Ordinance Committee Meeting from June 9, 2016, a few sections were covered:
– Part Fifteen, Article 1501.06 about Bonfires and Other Outdoor Fire Restricted states motion included changes to wordage that states persons must NOT have a permit to burn.
– Part Seventeen Building and Housing Code, what is being proposed is that the manufactured must be newer than the year 2000 and must have a pitched roof. So the committee is not saying no to mobile homes, but they must be newer than 2000.
– Part Five under General Offenses was discussed. Article 505.02 Cruelty to Dogs and Cats, motion during the Ordinance Committee Meeting was made to make it illegal to tether a dog or cat outside. Suggestion to change wording was discussed.
– Part Three Traffic Code about ATVs being unable to ride on double lined roads was discussed due to the possibility of adding Golf Carts and Non-Handicap Ridable Scooters to the code.
The Parsons Main and Second Street Enhancements status report was talked about by Myers. It has been completed.
Considering matters pertaining to the Splash Park Project was discussed. According to Auvil, a different concrete supplier was brought on. Weather may have slowed the project, but the completion date remains Independence Day. If not, it could be an additional week or two.
At the end of the City Council Meeting, Jane Barb was recognized with a certificate of appreciation. It was her final meeting as a member of the City Council.
Parsons’ Mayor Dorothy Judy stated “This certificate is awarded to Jane Barb for her years of service to the citizens of Parsons.”
Barb made her final motion for adjournment, and the council all second the motion.
