- Beverly G. Bennett, Parsons, was cited for child restraint by Cpl. D.W. Burge. She pled no contest and was assessed fines of $10 and court cost of $165.25.
- Gordon Lee Channell, Mabie, was cited for speeding (59-45) by Sgt. C.D. Siler. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.
- Amber N. Gibson, Elkins, was cited for cell phone use and no proof of insurance by Sgt. C.D. Siler. She pled no contest to first charge and was assessed fines of $100. The second charge was dismissed with proof shown.
- Matthew E. Jonas, Coppell, TX, was cited for speeding (55-45) by TFC J.J. Schmidle. He pled no contest and was assessed fines of $4.75 and court cost of $165.25.

The following criminal complaints have been filed in the Tucker County Magistrate Court:
- Skyelar David Carrico, Thomas, has been charged with DUI with bodily Injury; Failure to report crash; Polluting stream; Failure to render aid or information; Interfering with emergency communications; Intimidation/Harassment of States witness; False information to Trooper. According to the criminal complaint, filed by the West Virginia State Police, on Dec 12, 2015 the defendant was operating a white 2001 Subaru Outback on Shavers Fork Road. The defendant had allegedly been drinking Hennessy according to his passenger, Mikhail Alexander Lewis. Lewis allegedly stated that he felt the defendant was under the influence of alcohol and was driving faster than he should on that road. He stated he felt the car begin to slide and they went over the embankment. He said that he checked on the defendant and all he did was moan at first and that the defendant’s face was bloody. He stated that when the defendant got out of the car that he allegedly threw the bottle of Hennessey into the river. Lewis stated that while they walked to Parsons, Carrico allegedly told him that they were not going to tell anyone what happened and that he was not telling anyone that Lewis was with him. The defendant did not want Lewis to call the police. A short time after the crash Lewis asked the defendant for his insurance information so he could get himself checked out. The defendant allegedly refused to give him the information and told him he had already canceled it. A few days later the defendant allegedly called Lewis and asked him if he had spoken to the police. He then told Lewis if he told the police anything that they would have issues and problems.
The night of the crash Carrico did not call 911 or any police agency to report the crash. He did not render aid to Lewis, who allegedly stated that he had suffered a couple chipped bones in his ankle and was going to have to see a specialist. The defendant told Lewis that they were not to tell anyone about the crash and did not let Lewis call for emergency services. The defendant left his car in the river where it had came to rest after rolling approximately 150 to 200 feet over an embankment, where it leaked oil and fuel into the river. The defendant never did report the crash to law enforcement, however, Sgt. C.D. Siler received a call from the defendant’s grandmother the next afternoon. A few days after the crash, the defendant allegedly threatened Lewis if he spoke to the police. Upon speaking with Sgt. Siler, the defendant stated that he had not been drinking and that Lewis was the one who stated they were not to tell anyone of the crash. This did not make sense due to the fact that the defendant was driving and that it was his car.
This complaint is based on the information obtained during this investigation by Sgt. C.D. Siler and the statement of Mr. Lewis.
A PR bond of $5,200 was posted and a court hearing is scheduled for May 13 at 11 a.m. before Magistrate Riley H. According to the criminal complaint, on Wednesday, Sept. 30, 2015, Sgt. C.D. Siler received a call from State Police Communications in Elkins. They advised that they had received a night call from Tucker County 911 in reference to a battery. Siler contacted Tucker County 911 and spoke with the victim, John Michael Delsignore, Jr. The victim stated that he had went to Brian Jones’ cabin on Brooklyn Heights when he was jumped by Billy Joe Heckler, Jason Scott Heckler and a third person believed to be Melissa Ann Jones, because she was the only other person at the scene when he arrived. The victim states that allegedly the Heckler boys were mad at him over their mother who had just recently passed away from injuries caused by a 4 wheeler accident. He allegedly stated that they blamed him for her death. He stated that he was able to get away from them but he had left his car there. He said he could hear glass breaking when he was running and believed they had damaged his car.
Sgt. Siler met the victim at the Parsons Detachment and obtained a written statement to what had occurred. Photos were taken of the victim’s injuries. An investigation was started and Siler took the victim to the location to get his vehicle and attempt to speak with the subjects involved. Upon arrival Siler spoke with all the subjects named other than Brian Jones. All three subjects were intoxicated at this time and Melissa Jones was extremely intoxicated and very belligerent. Siler did not attempt to speak with her or obtain any information from her at that time. Both Heckler boys were intoxicated however were cooperative. When Siler took the victim to his vehicle they found that someone had kicked out the tail lights.
On Wednesday, Sept. 30, 2015 at 4 p.m. Siler met with Jason Scott Heckler at the Parsons Detachment and obtained a written statement stating that he heard that the victim was going to be at Missy Jones’ grandfather’s place on Brooklyn Height so he went there to talk to him about the way he had been talking to Jason’s mother. Jason Heckler allegedly stated that he was talking to her in a way that he did not think was right considering his father had just passed away and the victim was supposed to be his friend. Jason Heckler stated that the victim was not there when he arrived so he waited in his truck for him. He stated that when he arrived it was too late because his brother Billy Heckler was already with Delsignore. Jason stated that Billy Heckler was allegedly the one who beat up the victim and that he did not have any part in it. He also stated that he did not know who damaged the victim’s vehicle. Jason Heckler stated that it was only himself and Melissa Jones there with Billy Heckler.
On this same date at 5:25 p.m. Siler interviewed and obtained a written statement from Billy Joe Heckler. Heckler stated that he asked Brian Jones if Delsignore was coming down to his cabin on Brooklyn Heights Road and Jones told him yes. He stated that he got there before the victim and waited about five minutes before Delsignore arrived. He stated that he walked up behind Delsignore and said “hey”. Delsignore turned around and Billy Heckler allegedly hit him a few times. He then stated that the victim got up and ran down the road. He stated that no one else touched him and that he was the one who kicked out the taillight. Billy Heckler stated that he allegedly beat up the victim because he was texting his mother and lying to her.
On Monday, Oct. 5, 2015 at 10:30 a.m. Siler met with Brian Jones at the Parsons Detachment, interviewed and obtained a statement from him, in which he stated that he talked to Delsignore on the telephone and he said he was coming out to talk to Jones. He then allegedly stated that Billy Heckler called and when he found out that Delsignore was going to be there he said he would be out. Jones allegedly stated that he knew the situation between the two so he tried to call Delsignore to let him know but could not get a hold of him. He stated that he was in the camper using the bathroom when everything happened outside and he did not witness anything. Jones denies luring Delsignore to the cabin so the Heckler brothers could confront him.
Sgt. Siler had made several attempts to contact Melissa Jones without success and has left several messages.
Brian Jones was scheduled to meet Sgt. Siler on Dec. 14, 2015, however, he never showed and never called to cancel.
On this same date, Sgt. Siler met with Jason Heckler at the Parsons Detachment, at which time Jason stated that he had punched the victim several times as well as his brother Billy Heckler.
Brian Jones, Melissa (Missy) Jones, Billy Heckler and Jason Heckler all allegedly conspired to get John Delsignore to the farm at Brooklyn Heights so they could confront him and physically assault him for retaliation for the death of Tammy Heckler.
Brian Jones allegedly had a conversation via telephone with the victim John Delsignore where he convinced him to come to the farm with the intentions of both Billy and Jason Heckler to confront and assault him. Once at the farm the victim was allegedly attacked by both Heckler boys as well as Melissa Jones. Delsignore received several bruises, abrasions and lumps from the attack, but was able to get away from all three. Once he ran off, Billy Heckler allegedly kicked the side taillight assembly out of the victim’s car.
All four suspects were close to the Heckler boy’s mother, Tammy Heckler, and were upset with the victim because of his relationship with her. Allegedly, it is believed that all four subjects blame the victim for her death.
$6,000 bond was posted and preliminary hearing is scheduled for March 23, at 10 a.m., before Magistrate William M. Miller.

Barb. - Billy Joe Heckler, Hambleton, has been charged with Obstructing/Resisting an Officer. The complaint states that on March 10 Sgt. Siler went to the accused residence to serve a warrant. Siler went to the door and knocked several times for approximately 15 minutes. He then went to the garage and found the lights on and the door open. Siler opened the door and announced himself and yelled for the accused by name. Siler knocked on the back door for about 10 minutes and no one came to the door. Siler then went to his cruiser and called for an officer to come and assist because he was sure the accused was home. Siler again knocked for about five minutes. At this time the accused came onto the back porch, and allegedly began yelling and cursing at Siler. The accused could see he was yelling at a Trooper and Siler told him to stop and get off the porch. He continued to yell and would not leave the porch. As Siler approached the accused, he told him to stop yelling and come off the porch. He did come off the porch at this time but continued to be belligerent. Once off the porch Siler took him into custody without incident.
He posted a $2,000 cash only bond. - Melissa Ann Jones, Parsons, was charged with Obstructing/Resisting an Officer. The complaint states that on March 9 Sgt. C.D. Siler went to the residence of the accused to serve warrants on the accused and her husband. When Siler attempted to arrest the accused, she allegedly began to argue with him. He told her to step off the porch and she continued to argue and become belligerent. He then grabbed her by her left arm and told her once again to step off the porch. The accused allegedly jerked her arm from Siler’s grip and dropped to the porch and began screaming. Siler attempted to assist her off the ground, she continued to resist and refused to obey his lawful commands to get up and step off the porch. She allegedly continued to be belligerent, but stood up and said she needed to call someone to come and get her children. Siler agreed and began to follow her into the house. She allegedly told him he was not to come into her residence. Siler once again explained to her she was under arrest and he would follow her into the house. Once in the house the accused allegedly became belligerent and loud toward Siler in front of her children. The accused made the phone call for someone to get the children and she continued to be loud for 15 more minutes before settling down.
A cash bond of $2,000 was posted.

Mark Paul Hartlage, Stevensville, Md. received judgment of Dismissed by Mag-State-No fee for one count restricted license (expired operators) on Jan. 11. The case was ordered and adjudged on March 9 by Magistrate William M. Miller.
O’Connor verses Shipley: On March 10 in this case the court granted in favor of Craig O’Connor against Sarah Shipley in the amount of $400 plus court cost of $85. This case was ordered and adjudged on March 10 by Magistrate William M. Miller.
