The following criminal complaints have been filed in the Tucker County Magistrate office:

  • Rosa Lee Moore, of Philippi, was charged with one felony count of Financial Exploitation of an Elderly Person. According to the complaint on Thursday, March 6 Chief K.L. Keplinger received notification from the manager of the Tucker Manor of a possible crime victim that lives at said location. He responded and met with the manager and the victim who stated that on Monday, Feb. 3 the suspect approached him about his estate and final affairs, and convinced him to appoint Vida Marie Cantwell as Executrix of his estate. The manager provided Keplinger with a copy of a Power of Attorney obtained from the Tucker County Clerk appointing Vida Marie Cantwell as Power of Attorney. The manager stated the victim was told this was a will and would take effect after he died. He also stated that at no time did he give either woman the authority or permissions to make any financial decisions for him while he was still alive. He provided the officer with copies of bank records showing that on Feb. 11 Cantwell withdrew $9,000. From the account and then again on March 4 she withdrew $3,500 from his account without his permission or knowledge. Upon discovery of this he revoked the Power of Attorney on March 6. During an interview at the suspect’s residence, she advised she received $1,000 of this money to pay utility bills at her residence. During a subsequent interview Cantwell advised that she utilized $8,000 of the first withdrawal to purchase a vehicle for her use, and $3,500 of her second withdrawal to purchase a camping trailer titled under her name to use, “In case the victim needed a place to live later.” Both women referred to the withdrawals as loans that they intended to pay back. A subsequent interview with the victim revealed he did not agree to loaning either subject any money and was unaware of any plans to pay him back.
