The following criminal complaint has been filed in the Tucker County Magistrate Court:

Kobi L. McGowan, of Davis, was charged with one count DUI 2nd Offense.  According to the complaint on May 10 Sgt. V.J. Pyles of the Parsons Detachment of the WVSP was dispatched to a reckless driving complaint on US219 near Fairfax.  The caller reported that a Honda CRV was allegedly driving on the wrong side of the road and provided the officer with the license number. While patrolling the Davis area a second call came in regarding the same vehicle.  The vehicle had stopped in the middle of the intersection of WV32 and Cortland Rd. almost causing a collision.  Bystanders were able to assist the driver, identified as Kobi L. McGowan, and her vehicle to the side of the roadway.  The callers advised that the female appeared intoxicated.

Upon arrival the officer made contact and identified McGowan as the registered owner of the in question vehicle from the first call.  The officer immediately detected the odor of an alcoholic beverage coming from the person of McGowan.  She was barefoot and slurring her speech, she was visibly intoxicated, glassy eyed and not communicating in a clear manner.  Upon exiting her vehicle she was observed to be very unsteady on her feet and used her vehicle to keep from falling.  She refused all tests on scene.  She allegedly admitted that she consumed alcohol in Oakland and had been there for a hair appointment.  The defendant further stated that she didn’t feel as if she was okay to drive.  The defendant was once more offered roadside tests and refused the same.  She was arrested for DUI and transported to Parsons Police Department for further testing.  Upon arrival at PPD she again refused to take a secondary approved test.  A 1st Offense DUI was located on the defendant’s driving history with a conviction date of 5-28-2020.

  1. E. Herrick and Benjamin Herrick, Dry Fork District, 5.19 acres (new survey) to Gandy Run Cattle and Timber Company, $51,900.

Doris Evans, Dry Fork District, 22,613 square feet Laneville and 15,615 square feet Laneville to Christopher Greenwood, $250,000.

Joanna K. Keller, Fairfax District, Lot 29 to Dylan Johnson, $2,500.

Shannon David Flagg, Black Fork District, Lot 28 Cabin Mountain to Daniel Barkley, $43,000.

Western Pocahontas Properties LLC, Davis District, 1971.82 acres to The Nature Conservancy, $4,139,780.16.

The following marriages have been filed in the Tucker County Clerk’s office: 

Austin Knight Sutton to Caitlin A. Tanksley on Friday, May 5, 2023.

Robert Frederick Haslacker III to Elizabeth Nicole Williams on Thursday, May 11, 2023.
