On Wednesday, March 26 at approximately 5:50 p.m. Trooper J.M. Hebb, of the Elkins Detachment of the West Virginia State Police, observed a blue Pontiac Sunbird pulled off the left edge of Georgetown Rd, near the incorporated limits of Elkins.

ramseyWhen Hebb initiated a motorist assist stop, he observed the driver and passenger attempting to conceal something inside the vehicle. Hebb had the passenger, identified as Matt Wiseman, exit the vehicle along with the driver, Jacqueline Deeadra Ramsey. On obtaining a drivers history on Ms. Ramsey it was discovered that she was revoked for miscellaneous third offense. She was convicted on July 10, 2012, June 25, 2013 and July 11, 2013 for driving while suspended/revoked. While assisting, Cpl. M.S. Wetzel met with Wiseman in regards to any illegal drugs inside the vehicle both Wiseman and Ramsey were nervous and declined consent to search. At this time Cpl. G.S. Deweese was called in with the K-9 unit to search the vehicle. The K-9 alerted on the passenger side door of the vehicle. When the vehicle was searched, a marijuana bowl with residue, two clear bags of a crystal like substance, one bag with a white powder substance and a blue glass pipe containing methamphetamine residue was found. Hebb conducted a field test of the clear baggies which indicated for the presence of meth. The meth and marijuana bowl were found inside Ramsey’s purse and other items were found under the front seat.

Ramsey has been charged with driving revoked miscellenous third offense, possession of methamphetamine, a schedule 2 controlled substance and possession of marijuana, a schedule 1 controlled substance. She is currently being housed in the Tygart Valley Regional Jail under a $20,000 cash only bond.

All individuals are presumed innocent until proven guilty in a court of law.
