Orlan Richard Phillips, II, age 69 years, a resident of Smokey Hollow, Parsons, WV departed this life Thursday evening, September 10, 2026, at the WV Caring Hospice Center at Elkins, WV. He had been in declining health.

He was born Wednesday, September 12, 1956, at Parsons, WV, a son of the late Orlan Richard Phillips, Sr. and Roberta Mae Vance Phillips.

Surviving are two daughters, Katrina Dawn Phillips of Parsons and Destiny Hope Phillips-Judy and husband Michael of Whitmer; four brothers, Philip “Philco” Phillips and wife Loretta of Davis, Johnathan Jeffery “Beak” Phillips of Parsons, William Joseph “Batson” Phillips of Parsons and Thomas Jerry “Klinger” Phillips and wife Shelma of North Carolina; three sisters, Mary Helen “Mert” Triplett of Parsons, Gladys Marie “Peggy” Phillips of Parsons and Shawna Michelle Echeverria and husband Pedro of South Carolina; four grandchildren, Luke and Laci Phillips and Christopher and Christina Phillips; five great-grandchildren; and he had been previously married to Tammy Patch.

He was preceded in death by his former wife, Cathy Phillips.

He attended the schools of Tucker County and had worked at the Canaan Valley Resort, working security, maintenance and he was a lift operator. He had also worked at the Shop n Save in Parsons and Davis. Orlan enjoyed socializing with people and spending time with his daughter’s dog.

The family will receive friends at the Lohr & Barb Funeral Home of Parsons, WV on Monday, September 21, 2026, from noon until 2 p.m. Final rites will be conducted at the funeral home on Monday, September 21, 2026, at 2 p.m.

Pastor Adam Snyder will officiate, and interment will follow at the Parsons City Cemetery at Parsons, West Virginia. The Lohr & Barb Funeral Home is honored to be in charge of the arrangements for Orlan Richard Phillips, II. Condolences may be expressed to the family at www.lohrbarbfuneralhome.com.
